How is an audio converter able to convert a crappy quality song into an good quality song????

The Audio converter i use is called "Switch" it converts audio formats, but also deals with the Sample rate,Bit Rate,Stereo Mono of the song. I don't get how it's able to convert a great quality song out of the original file that was crappy. How does that work?? Does the converter add something to the converted file to make it sound better. Example: Wma 64bit 44kbps (mono) file => Wma 128bit (Cd Quality) 64kbps (stereo) file. Or Vice Versa. What Happens?? Plz explain in detail if possible.

it doesnt take a genius...so i'll assume youre not one... the code in your computer which reads and decrypts the 0s and 1s of the music is different for each type of file. the code for reading the type with better results is better than the code which gives poor results.
